Im ersten Sanierungsjahr 2018 verzeichnete er einen Jahresüberschuss von 764 000 Euro. Vor der Sanierung war der Konzern im satten Minus: 2017 betrug das Defizit 7,1 Millionen Euro, 2016 betrug das Defizit 7,3 Millionen Euro. Das geht aus den Jahresberichten des LHG-Konzerns hervor.
Sanierung: Das war der Deal
Der Deal: Die LHG steckte tief in den roten Zahlen und musste saniert werden. Dauer: 2018 bis 2022. Der Rettungsschirm betrug 34 Millionen Euro. Die Arbeiter haben auf 17 Millionen Euro Lohn verzichtet, die Stadt hat auf 17 Millionen Euro Pacht verzichtet. Davor war die LHG im Minus: 2019 fuhr die LHG ein Defizit von 605 000 Euro ein. Im ersten Sanierungsjahr 2018 gab es ein leichtes Plus von 296 000 Euro. Vor der Sanierung war die LHG deutlich im Minus: 2017 und 2016 betrugen die Defizite jeweils 7,3 Millionen Euro. Das geht aus den Jahresberichten der LHG hervor.
Die Idee der Sanierung: Vor allem die LHG GmbH sollte umgekrempelt und die Kosten massiv gesenkt werden. Heißt: Der Sanierungsplan sah weniger Ausgaben vor. In dem Plan ging es nicht um mehr Einnahmen. Nun ist die Sanierung genau andersherum gelaufen: Die Kosten wurden zwar reduziert, aber nicht im erhofften Maße. Dafür sind die Einnahmen gestiegen – sprich die Umsätze. So steht es in den geheimen Papieren der Stadt.
Die Folge: Die LHG will eher neue Leute einstellen, als welche loswerden. Sie hat laut Konzern-Bericht von 2021 700 Mitarbeiter, davon 440 Hafenarbeiter und 260 Angestellte. In der Sanierung wurde die sogenannte mobile Einsatztruppe gegründet. Das sind 100 Arbeiter, die flexibel eingesetzt werden, sowohl was das Terminal als auch was die Arbeitszeiten angeht.
So wurde die LHG saniert
Um die LHG zu sanieren, wurde der Skandinavienkai massiv ausgebaut. Das Terminal ist massiv gewachsen um 16 Hektar auf 82,9 Hektar. Es sind zwei neue XXL-Hallen sowie eine Fährhalle gebaut worden. Zudem ist ein vollautomatisches Papier-Gate entstanden. Der Clou dabei: Es wird viel Arbeit auf wenig Fläche erledigt. Die Fachleute sagen dazu Flächenproduktivität.
Der Nordlandkai wurde komplett umgebaut. Ursprünglich sollte noch etwas Papiergeschäft dort bleiben. Aber durch die Krisen wurde es an den Skandinavienkai verlegt, damit die Sanierung gelingt. Die LHG hat den Nordlandkai komplett zum Logistikzentrum umgebaut. Die Hallen vermietet sie. Die Hallen seien fast vollständig belegt, so Jürgens. „Wir haben eine große Nachfrage“, sagt der LHG-Chef. Gelagert wird dort Schüttgut, Holz, Stahl. Das Material kommt per Schiff an den Nordlandkai. Den Umschlag machen die LHG-Mitarbeiter. In 2022 verdoppelte sich der Umschlag beim Massengut, bei Eisen und Stahl gibt es ein Plus von 15 Prozent. „Wir haben die Vermietung mit neuem Umschlagsgeschäft verbinden können“, so Jürgens. „Das hat gut geklappt.“

Und: Die LHG hat das Hafenhaus gekauft. Das war 2021. Nun vermietet sie das Gebäude zum großen Teil – und hat dadurch weitere Einnahmen. Die LHG selbst belegt nur noch eine Etage. Das Gebäude gehörte einem Investmentfonds. Die LHG hat es über Jahre geleast. Eigentlich sollte die LHG das Hafenhaus erst 2029 kaufen. Der Kauf wurde aber vorgezogen, um früher Geld durch die Miete einzunehmen.

In dem Zeitraum der Sanierung hat die Stadt auf Pacht verzichtet – insgesamt auf 17 Millionen Euro. Ab 2023 wird die Pacht um drei Millionen Euro reduziert. Das geht aus dem Jahresbericht 2021 hervor. Denn Stadt und LHG haben ein Gutachten in Auftrag gegeben, das die Pacht überprüft. In den geheimen Papieren der Stadt heißt es dazu: „Das Gutachten des unabhängigen Sachverständigen kommt zu dem Ergebnis, dass die marktangemessene Pacht im Geschäftsjahr 2022 circa 4,36 Millionen Euro beträgt.“
